The Bangladesh Open University (BOU) is dedicated to promoting technological knowledge, developing a competent workforce, and ensuring that high-quality education remains accessible to individuals from all backgrounds, thereby supporting Bangladesh's ongoing development.

Through its blended learning system, which includes online learning, e-learning, self-learning materials, BOUTube, YouTube, WebTV, WebRadio, IP TV, the Learning Management System (LMS), interactive online classrooms, and Micro SD card tutorial classes. Bangladesh Open University provides flexible educational opportunities for working professionals, school dropouts, disadvantaged individuals, and elderly learners.

To expand educational opportunities for Bangladeshi citizens living and working abroad, Bangladesh Open University established the International Academic Program Wing (IAPW) on 4 February 2019. In addition to the University's blended learning system, the IAPW delivers education through online tutorial classes, e-books, cloud-based learning resources, and video tutorials stored on portable devices such as Micro SD cards and pen drives, to improve the educational qualifications and professional skills of expatriate Bangladeshis.

As part of its efforts to develop a more skilled Bangladeshi workforce overseas, Bangladesh Open University first introduced distance learning programs by enrolling students in the Higher Secondary Certificate (HSC) program, followed by the three-year Bachelor of Arts (BA) and Bachelor of Social Science (BSS) programs in South Korea. Building on this program, BOU's Overseas Bangladesh educational programs are now offered in Saudi Arabia, Qatar, Kuwait, Oman, the United Arab Emirates, and Italy. Preparations are also underway to launch these programs in additional countries. At present, the activities of the International Academic Program Wing are carried out under the direct supervision of the Honorable Vice-Chancellor.
