Professor Dr. Md. Serazul Islam currently serves as the Dean of the School of Agriculture and Rural Development at Bangladesh Open University (BOU). He is also a Member of the Board of Governors (BoG) and Chairman of the Open University Laboratory School Management Committee. Additionally, he holds the position of Professor (Grade 2) at the School of Agriculture and Rural Development (SARD). In these roles, Dr. Islam provides both academic and administrative leadership, particularly in curriculum development, faculty supervision, and enhancing distance learning systems in agriculture and rural development.
Dr. Islam earned his Doctor of Engineering in Civil Engineering from Nagoya University, Japan, under the prestigious MEXT Fellowship Program (2012). He previously completed his MS in Irrigation and Water Management (2005) and BSc in Agricultural Engineering (2001) from Bangladesh Agricultural University, both with top academic honors.
With over 20 years of teaching experience, he has progressed through academic ranks since 2005, now actively involved in teaching, supervision, and developing open and distance learning (ODL) course materials. He teaches both graduate and postgraduate courses, and is deeply engaged in educational innovation at BOU.
His research interests include Smart Irrigation Technologies, Integrated Water Resource Management, River Conservation Engineering, and Flood Disaster & Risk Management. He has published over 43 research articles in reputable journals in different countries including the USA, UK, India, Egypt, Romania, and Iran. He has supervised several MS thesis, Masters Report and is currently guiding a PhD student.
Dr. Islam has led and contributed to a range of national and international projects, funded by institutions such as BOU, the Government of Japan, the European Union, and the World Bank. His roles have included Chief Investigator, National Representative, Researcher, and Trainer, demonstrating his expertise in cross-disciplinary collaboration.
He has been recognized for his academic excellence with awards such as the Professor S. M. Nazmul Haque Smrity Gold Medal (2014), University Prize (2011), Md. Nurul Hossain Gold Medal (2001), American Association of Bangladeshi Engineers and Architect (AABEA) Scholarship (2001), and Ramapathi Nath Memorial Award (2000).
Dr. Islam is also an active member of professional bodies including the Bangladesh Society of Agricultural Engineering (BSAE), Institution of Engineers, Bangladesh (IEB) and the Japanese Society of Civil Engineering (JSCE). His participation spans from policy development and curriculum planning to represent BOU in international academic forums.
Through his scholarship, leadership, and dedication, Dr. Islam continues to play a pivotal role in shaping agricultural engineering education and advancing water resource management strategies in Bangladesh and beyond.
